Capacity Building on Primary Use of Health Data

 

A PROJECT FOR: HaDEA

BRIEF

The

Challenge

With the increasing availability of mHealth and telehealth to patients and citizens, a continuously increasing amount of data is generated by these stakeholders. As such, the overall study aim is to facilitate the development and strengthening of skills and abilities of staff working on national digital health services.

To achieve this, the study team will:

  • Identify key processes, resources and infrastructures in digital health, and help the EU countries build their capacity for the primary use of health data;

  • Implement a twinning approach that allows EU countries to benefit from the knowledge and best practices implemented in other EU countries with already proven successful outcomes, especially in the areas of digital transformation of health services;

  • Facilitate cross-border interoperability between the national systems and the EU level, while avoiding fragmentation in the digitisation process across Europe.

FOCUS

The

Approach

Task 1 in the project is the development of the Capacity building requirements catalogue, a comprehensive list of requirements for capacity building on the primary use of health data based on a model for assessing maturity.

 

Task 2 entails a country mapping to catalogue and pairing, where the team will map achievements of countries against requirements and maturity, as well as identify suitable twinning pairs/groups.

 

In task 3, the EU countries experts’ visits programme, where the team will prepare necessary materials and plans for the site visits (twinning) in a collaborative way with experts from different settings.

 

Task 4 involves the first wave of the visit programme implementation, where the team will carry out twinning visits, prepare visit reports, elaborate recommendations and tailored roadmap, collect feedback, and review and refine the approach followed. 

 

Finally, task 5 is the implementation of 2nd wave of the visit programme, complying with the same requirements as the 1st wave.

 

Our role

PredictBy is responsible for multiple tasks in this project as experts in EXPERIMENTAL DESIGN AND EVALUATION.

Our role in the project consists of conducting the following tasks:

  • Mapping and matching of EU countries based on their capacity building requirements. This mapping exercise will be conducted with all the indicators collected in different reports to group countries and suggest evidence-based capacity building activities.

  • Desk research activities will be used to elaborate an updated actionable matrix to further identify and map the gaps. This will allow us to make suggestions about potential areas of improvement in capacity building in EU countries.
