Rainer (PhD) is Managing Partner at PredictBy, supporting the firm’s senior management team and its expansion across Europe.

He has close to 20 years of experience in consulting and applied research for European and international public-sector clients. He previously served as Managing Director of a European consulting and research firm. His work focuses on evidence-based policy support, including evaluation and impact assessment, Better Regulation analyses, and studies on digital transformation, data governance and innovation policy. He has worked across several European Commission policy areas, including health and life sciences, education, internal market and industry, digital, and employment, supporting PredictBy’s growing footprint across EU institutions. He has also been responsible for key project components in EU research projects on AI and data strategies in health, including market research, deployment strategies and business modelling. Rainer has led multidisciplinary teams delivering complex assignments under demanding timelines, with a strong focus on quality, clarity and practical relevance. He combines analytical rigour with a delivery mindset and experience in building teams and structures that scale.

Outside of work, Rainer enjoys time with his family and escapes outdoors whenever possible, usually hiking or cycling. He also keeps a soft spot for history, his first career idea before consulting got in the way.
