Assisting the Commission in Collecting, Processing, and Reporting Member State Data related to Cross-Border Healthcare

BRIEF
The
Challenge
EU Patients have the right to access healthcare in any Member State and to be reimbursed for care abroad by their home country. The rights for cross-border healthcare are covered under Directive 2011/24/EU.
According to Article 20 of the Directive, Member States should report their data on cross-border care to the Commission through yearly data collection questionnaires.
The overall aim of this project is to assist the Commission in obtaining and processing the data collection questionnaires, as well as producing yearly reports for reference years 2022 and 2023, and the overview of trends for years 2021-2023.
These reports will then be published, including the conclusions for the next Commission report on the operation of the Directive.

Approach
To achieve the envisioned goals, we will conduct a yearly round of revision, validation and translation of the questionnaire and the attached guidance manual.
We will be assisting the Commission in the deployment and collection of the questionnaires, the analysis of all the data retrieved, the preparation of yearly reports on the data collected, and the preparation of a trend analysis for the years covered by the project.
The results of the project will paint an accurate picture of the cross-border movements that EU citizens perform to seek high-quality healthcare. This will shed light on the efficacy of the Directive in ensuring patients’ access to timely and high-quality healthcare across the Union.

The project will run from August 2023 until August 2025.
