BRIEF
The Challenge
The challenge of this project stems from the need to equip future staff of health data access bodies (HDABs) and EHDS2 ambassadors with the necessary skills and tools to operate effectively within the framework established by the European Health Data Space. As the EHDS sets high standards for the secondary use of health data, this project prepares key stakeholders to meet the infrastructure and operational demands that will arise.

The primary objectives of the project are to build the capacities of these individuals by offering targeted training, comprehensive resources, and ongoing support. This includes the development of training materials and the creation of a robust toolkit. The initiative focuses on enhancing five digital business capabilities essential for secondary health data use: data access application management systems (DAAMs), national dataset catalogues (nDHCs), secure processing environments (SPEs), gateways for cross-border access (GW), and data quality and utility (DQ&U). Additionally, the project aims to promote collaboration and knowledge sharing across EU countries, fostering a cohesive community of practice to ensure the seamless implementation of EHDS requirements.

Ultimately, the broader goal is to harmonize the varying levels of expertise and capability across EU member states, ensuring a faster and more efficient national implementation of the five digital business capabilities required for secondary health data use under the EHDS regulation.

The Approach
The project adopts a structured approach, beginning with a thorough assessment of the current landscape of existing tools and training programs that can inform the development of new resources. By first understanding the state of the art, the project ensures that any new trainings and materials created are both relevant and aligned with best practices.

This process involves mapping out relevant materials that can contribute to the development of training programs and a comprehensive toolkit. It also includes engaging with stakeholders to gather crucial insights, preparing the content for the trainings, and conducting pilot sessions to ensure quality and validate the approach. Ultimately, the final phase will focus on delivering the refined trainings and toolkit to support the project’s objectives.
CONCLUSIONS
The Envisioned Result
The anticipated outcomes of the study include the development of an EHDS training program focused on enhancing digital business capabilities, along with the creation of a toolkit to support the national implementation of these capabilities for the secondary use of health data. Furthermore, after the trainings and toolkit are finalized, the team will actively monitor and assess the progress of each country's implementation of these digital business capabilities.
